The City of Rockford has initiated a planning process to create a plan for the reconfiguration of the Whitman Interchange. The City has commissioned TranSystems and The Lakota Group to help craft the plan for this reconfiguration. The process this team will conduct is intended to link land use, urban design and planning with transportation engineering to create a vision for the future of this area. This process will allow the City to accomplish the following objectives:

  • Improve the area’s overall land use pattern, physical conditions, connections and quality of life.
  • Develop a set of realistic and achievable sustainability goals for infrastructure and physical improvements, economic development, transportation, community facilities and neighborhood revitalization.
  • Create a range of land use development and physical enhancement scenarios to improve the appearance of gateways, streetscapes, public spaces and buildings.
  • Promote an efficient and effective range of transportation options for the surrounding area.
  • Recommend new planning and land use development policies, programs and initiatives that promote the health and well-being of community stakeholders and residents.
